Relates to the processing of milk and the manufacture of milk products on dairy farms; provides that the Department of Agriculture and Land Stewardship cannot regulate the production, processing, labeling or marketing of cheese produced using raw milk as an ingredient, except as provided in; provides that a person may produce, store, distribute and sell raw milk for the manufacture of cheese; provides that the person may store, distribute or sell the cheese on a retail or wholesale basis.

Provides that, notwithstanding any other provision to the contrary, a moratorium exists on every state agency's administration and enforcement of statutes and rules affecting the sale of unprocessed food in this state; unprocessed food includes milk, eggs, nuts, honey, fruit and vegetables; provides that the regulations include the issuance of permits or licenses, the inspection of the unprocessed food or an establishment that sells such food, and labeling.
